1997–2012  Managing Director, Shirley Randell International, SR International & Associates (SRIA), and SRI Public Sector Reform Pty Ltd (SRIPSR)
Responsible for appointments and consultancies in capacity development projects in Africa, Asia and the Pacific. Worked with government ministries, international development partners, international non-government organisations (NGOs), consultancy firms and academic institutions towards a society where all people can pursue their own sustainable development. Major projects are detailed below.

2009-2012
Kigali Institute of Education, Rwanda. Director, Centre for Gender, Culture and Development Studies. Establishment of a centre of gender, culture and development (GCD) studies that is an internationally known centre of excellence producing professionally qualified academicians, public servants, civil society leaders and other professionals, in a high-quality research environment that engages in policy development, community outreach and multicultural exchange. The centre will deliver certificate, diploma, bachelors, masters and PhD CDS courses for Rwandans and people of the Great Lakes Region.

2008
  • SNV Organisation Neerlandaise de Developpement. Senior Adviser, Education and Governance for Empowerment, East and South Africa Region, Rwanda. Developed Ministry of Education/SNV Rwanda Memorandum of Understanding: this involved NGO coordination, strengthening parent teacher associations, girls education policy and implementation strategy, and creation of Joint Action Development Forum Education Sub Commissions at district level. Provided technical advice for a UNDP/SNV Rwanda project on engendering the Government of Rwanda’s Economic Development and Poverty Reduction Strategy at district level, and a CIDA/SNV/Rwanda Institute of Administration and Management/Rwanda Association of University Women project on women’s career development and management. Maintained Dgroup and provided leadership as Governance for Empowerment/Gender knowledge leader for the ESA region. (January – December).
  • United Nations Fund for Women (UNIFEM Pacific). Technical Adviser. Conducted a capacity/training needs assessment for the National Capital District gender office (the city’s women’s machinery) and women councillors of the City of Port Moresby, and drafted a design for comprehensive confidence/competence building. (21 July - 8 August).

2006-7
SNV ESA, 2006-7 Senior Adviser, Governance/Gender/Water, Sanitation and Hygiene (WASH). Member of task force which reviewed Rwanda’s first Poverty Reduction Strategy Paper and ensured that gender was mainstreamed in EDPRS 2008-12. Jointly developed with UK Department for International Development and other agencies, guidelines for gender auditing in Rwanda and conducted gender audit of SNV Rwanda. Supported MINALOC in developing guidelines on national Joint Action Development Forum policy and engendering the Decentralisation Implementation Plan guidelines. Re-established the SNV ESA Gender Advisers Dgroup, ensured gender integrated in other regional networks, and provided leadership as Gender knowledge leader for the ESA region. (Feb 2006-December 2007).

2004-5
  • United Nations Development Program/ Government of Bangladesh Ministry of Women and Children Affairs. Project Implementation Specialist. Chief Technical Adviser for the Capacity Building for Gender Mainstreaming Project which promoted Gender Responsive Governance through its two main components - engendering major civil service training courses in the four peak public sector training institutions in Bangladesh and assisting MoWCA to formulate a program approach to gender mainstreaming Supervised eight national professional consultants to develop a Gender and Development Training Manual, provide training of trainers courses to 100 core trainers and training for over 1000 civil servants and engender curriculum in the institutions (Feb 2004-December 2005).
  • World Bank/ Glocoms Inc./ SRI Public Sector Reform Pty Ltd (SRIPSR). Public Sector Reform Expert. One of a three-person team for the Capacity Building and Economic Management Project which designed a Strategy for Improvement Recruitment and Reducing Attrition in the Gambian Civil Service (September 2004, January 2005)

2003-4
ACP-European Union (EU) Technical Centre for Agricultural and Rural Co-operation (CTA)/SRIA. Interviewer, Impact Assessment Project. One of a team of international experts contributing to a book on the issues involved in assessing the impact of information projects, products and services, specifically carrying out the interviews of eight stakeholders - consultants, planners, implementers and participants relating to the OXFAM-NZ-funded Famili Blong Sarah (Radio Programme), Wan Smolbag Theatre, Vanuatu (one of the four studies in the New Zealand Agency for International Development (NZAID) Pacific Impact Assessment (PIA) Pilot Programme in the Pacific) (November 2003-January 2004)

2003
  • EU/Vanuatu Institute of Education/ Vanuatu Association of Women Graduates (VAWG)/ SR International and Associates (SRIA) Principal Consultant, Non State Actors Project Interviewed, wrote, published and evaluated secondary school curriculum text and educational poster: “I Stret Nomo: Girls in Vanuatu Can Do Anything” celebrating women in non-traditional technical and vocational trades and professions in Vanuatu (July-December)
  • EU/SRIA. Adviser, EUVED Junior Secondary School Expansion Project. Provided Technical Assistance to develop a Strategy for the Regrading of Teachers for the Vanuatu Teaching Service Commission and the Ministry of Education. Consulted broadly with all stakeholders. Developed funding scenarios for implementation. Reviewed and updated the Teaching Service Staff Manual (March-June)
  • United Nations Commission for Human Rights/VAWG/SRIA. Executive Officer, ‘Assisting Communities Together’ Project. Developed an educational poster addressing the issue of racial diversity and human unity in Vanuatu. Delivered awareness raising seminars in the Provinces around the launch of the poster, which showed photographs of families of people from various races living in Vanuatu (January-June).
  • Vanuatu Immigration Department/SRIA. Projects Adviser. Coached Acting Director on the preparation of project reports and project applications for funding to Donors (January).
  • SRIA, Blackstone Publishing. Author, Editor, Publisher. Wrote, edited and published ‘Pacific Women on the Move: Establishment of PGWNet’ including biographies of Presidents of Associations of Women Graduates in the Pacific and reporting on the inaugural conference of the Pacific Graduate Women Network (Jan-Dec)
  • Australian Assistance for International Development (AusAID)/VAWG/SRIA. Team Leader, Vanuatu Human Rights Project, Developed educational materials, conducted workshops and trained ni-Vanuatu in all Provinces to familiarize chiefs, NGO leaders and women and men in the community about the new Magistrates rules on domestic violence, in collaboration with NGOs. Wrote and published report ‘Awareness Raising on Court Rules relating to Domestic Violence in Vanuatu’ (P/T May 2002-February 2003).
2002
  • AusAID, New Zealand Overseas Development Agency (NZODA), Department for International Development (DFID), European Union (EU), Transparency International Vanuatu (TIV), SRIA. Team Leader, Elections Observer Group. Initiated, directed and supported a 12-person national/ international monitoring group observing the 2002 National Elections for Vanuatu on behalf of Transparency International Vanuatu for the Electoral Commission. Prepared and analysed surveys and edited report (April-June).
  • TIV/ TI International Secretariat/SRIA. Projects Adviser. Established the newly formed Transparency International Vanuatu Branch, set up national office and developed project applications to recruit volunteers for media and project administration and provide an ongoing sustainable financial base (March-April).
  • NZODA/Solomon Leonard. Team Leader, HRD Adviser, Niue Human Resource Development Framework Project. Developed a three year HRD framework for Niue for the financial years 2001-4 to effectively match training to the workforce and community needs of Niue, and build capacity and capability within Niue to replicate the process and implement the framework (January-February)
  • SRIA/Blackstone Publishing. Author, Editor and Publisher. Edited and published ‘Pacific Creative Writing in Memory of Grace Mera Molisa’ and ‘Women and Good Governance’ by Grace Molisa (January-December)
  • Research Institute for Asia and the Pacific- University of Sydney (RIAP USyd)/ SRIPSR. Trainer. Developed and presented course on ‘Project Management’ as a module for a short-term study tour program for senior officials from the Government of East Timor in the East Timor Study Tour Program (November)
  • RIAP-USyd/AusAID/UNICEF/SRIPSR. Trainer. Developed and presented course on ‘Community Participation in Aid Development and Delivery’ as module in Aid Coordination and Management Program’ for delegates from the Democratic People’s Republic Korea. (June)
  • RIAP-USyd/WTO/SRIPS. Trainer. Presented lecture on ‘Change Management through HRD Planning in the Public Sector: Experiences from a Developing Country’ in WTO and China Transitional Issues in HRM, Public Sector Strategic Management and Market Development Program for delegates from the People’s Republic of China (February)

1999–2000
Uniquest/AusAID: Public Sector Performance Improvement Adviser on ten person team undertaking Public Sector Reform for the Government of the Republic of Vanuatu, specialising in corporate and business planning across all Ministries, Agencies and Departments. Worked with Directors General to introduce the first business plans and annual reports in all public service ministries and agencies as well as a gender policy. Established with Ni Vanuatu women a public service senior women’s network (August 1999-September 2000)

1999
  • Asian Development Bank/SRIPSR. Local Government Consultant on three person team that developed strategy for a committee undertaking a Provincial Government Review for the Solomon Islands Government Dept of Provincial Government and Rural Development with the aim of recommending legislative reforms for a modified system.
  • Philippines Center for Development Management and Productivity/InfoTechs-I/D/E/A/S Sri Lanka/ADB. Quality Assurance and Gender and Development Specialist on a 15 person team undertaking a Skills Development Feasibility Study for Reform of the Vocational Training Sector for the Sri Lankan Government.

1997-98
Overseas Projects Corporation of Australia/IDP Education Australia/AusAID: Business, Quality, Equity and People Management Advisor on a 13 person team undertaking an Institutional Strengthening project, for the Fijian Government Department of Customs & Excise with responsibility for Human Resources (organisational restructure), Performance Management Systems, Business Process Reengineering Training, Quality Processes, & Gender Development.

1997
WDScott International/ADB: Women, Youth and NGOs specialist on a six person team which developed a Labour, Employment and Skills Development Policy Agenda for Reform of Vocational Education and Training for the Papua New Guinea Government.

1995 - 1996      Chief Executive Officer, City of Whitehorse, Victoria
  • Reported to three Commissioners: 940 staff (659 EFT), 143,000 population, 64.3 square kilometres, $85m budget.
  • Successfully amalgamated and managed cultural change in two former cities, Box Hill and Nunawading, under the Victorian Government local government reform process in a highly political and unsettled environment.
  • Exceeded government targets for $7.6m savings, 20% rate reductions, 30% of business competitively tendered.
  • Introduced total quality management through continuous improvement, vision, mission, values, corporate plan and learning organisation strategies resulting in process improvements in all departments, significant cost and time savings and fostered staff morale.  Gained the 1996 Australian Quality Council Award for Achievement in Business Excellence.
  • Selected, developed and refocussed staff to enable expected high standards of performance with customer focus to be met, leading to customer satisfaction measures in top quartile of Victorian Councils.
  • Designed and effected a complete organisation restructure where all staff were required to apply for positions in a new structure which downsized from 980 EFT to 659 staff from January 1995 to June 1996.  Managed the negotiation of an enterprise agreement without industrial strife in the fourth largest city in Victoria.

1991 - 1995      Director & CEO, Council of Adult Education, Victoria

  • Reported to 15 Board members: 1,500 staff (230 EFT), 50,000 students, $15m budget.
  • Initiated first vision, mission, strategic and business plans for the organisation and established a positive organisational environment for the largest adult education agency in Australia, while reducing EFT staff by 10%.
  • Introduced business units and business management plans and managed the negotiation of the purchase of the CAE Centre, which successfully reversed deficit financial situation with difficult cash flow and liquidity problems to bring operations into profit.
  • Gained recognition for the CAE as a best practice organisation by the national Best Practice Demonstration Program for Small and Medium Enterprises in 1994, and 1993 winner and 1994 Certificate of Commendation in National Award for Best Practice in Adult Education / Human Resource Management.
  • As a member of Ministerial Review Committees contributed significantly to the development of Victorian legislation in 1992 and a national policy on adult education in 1993.
